Palmer, who shot 74 on Sunday, shot 77 Monday for a final total of 7-over par 151, nine shots off the pace of Cal State Northridge's Ashlee Nagamine, who shot 66 Monday to move up 14 spots and claim the title.
CS Northridge also claimed the team title, finishing at 591 to edge Northern Arizona by a stroke. First-round leader Xavier finished third at 602.
Mikayla Williamson finished second among Thunderbirds, in 27th place at 155, while Morgan Kerber (165) was 61st, Kacy Buckner (168) was 73rd and Jamie Coking (179) finished 87th.  SUU's Brittany Edwards, playing as an individual, finished 88th (181).
"This was a good field playing on a good course," SUU Coach Richard Church pointed out. "I was really pleased with the way we played [Sunday]. It's too bad we weren't able to maintain that level of play, but I'm not too disappointed in the way we finished."
Southern Utah wrapped up its fall schedule at the tournament.
